Assignment Type: Legislative Capacity Building & Public Financial Management Reform

Assignment Period:

Bailey Consulting Group, with the support of the United Nations Development Programme (UNDP) and the African Development Bank (AFDB), successfully implemented a legislative capacity-building programme across 10 States and 3 Administrative Areas in South Sudan.

The programme aimed to enhance the capacity of State Legislative Assemblies and Finance & Planning Committees, strengthen public financial management systems, and promote inclusive stakeholder engagement to support transparency, accountability, and sustainable development.

Programme Scope and National Coverage

The assignment was delivered across the following States and Administrative Areas:

  1. Jonglei State
  2. Ruweng Administrative Area
  3. Upper Nile State
  4. Pibor Administrative Area
  5. Abyei Administrative Area
  6. Central Equatoria State
  7. Northern Bahr el Ghazal State
  8. Warrap State
  9. Eastern Equatoria State
  10. Western Bahr el Ghazal State
  11. Lake State
  12. Unity State
  13. Western Equatoria State

Each engagement was carefully tailored to the local governance context, institutional maturity, and capacity needs of the respective legislative assemblies, ensuring relevance and practical application.

Legislative Capacity Building and Governance Strengthening

The programme focused on equipping parliamentarians, finance committee members, and public finance officials with practical skills to improve legislative effectiveness and oversight. Key thematic areas included:

  1. Budget preparation and review of accompanying bills
  2. Legislative drafting and bill analysis
  3. Review and follow-up of external audit reports
  4. Debt management and combating illicit financial flows
  5. Resource mobilization and revenue administration
  6. Compliance with the Public Financial Management and Accountability (PFMA) Act and related legislation
  7. Strengthening budget processes and legislative oversight
  8. Advancing the Sustainable Development Goals (SDGs) through policy, budgeting, and accountability mechanisms

The trainings emphasized applied learning, peer exchange, and context-specific problem solving to ensure participants could translate knowledge into action within their institutions.

Stakeholder Engagement and High-Level Participation

A defining feature of the assignment was strong stakeholder engagement at both state and national levels. The programme actively involved:

  1. State Governors and Executive Leadership
  2. Speakers and Members of State Legislative Assemblies
  3. Finance and Planning Committees
  4. Delegations from the National Parliament
  5. State Ministries of Finance
  6. UNDP field leadership teams and development partners

Across multiple locations, courtesy visits and strategic engagements with Governors and Speakers helped strengthen institutional relationships and reinforce collective commitment to public financial management reforms.

Outcomes and Programme Impact

The nationwide engagement contributed to:

  1. Improved capacity of State Legislative Assemblies to review budgets, bills, and audit reports
  2. Stronger legislative oversight of public resources
  3. Enhanced understanding of PFMA compliance and accountability frameworks
  4. Increased coordination between legislative bodies, executive institutions, and development partners
  5. A stronger foundation for transparent, accountable, and effective public financial management

From Jonglei State to Western Bahr el Ghazal State, the programme demonstrated South Sudan’s growing commitment to strengthening governance systems and institutional accountability.

Case Study: Legislative Capacity Building in South Sudan

Bailey Consulting Group, with support from the United Nations Development Programme (UNDP) and the African Development Bank (AFDB), implemented a nationwide legislative capacity-building programme across 7 States and 3 Administrative Areas in South Sudan.

The assignment aimed to strengthen the capacity of State Legislative Assemblies and Finance & Planning Committees to improve legislative oversight, public financial management, and accountability. The programme focused on enhancing skills in budget preparation and review, legislative drafting, audit oversight, debt management, revenue administration, and compliance with the Public Financial Management and Accountability (PFMA) Act, while advancing SDG implementation through policy and budget oversight.

Bailey Consulting Group adopted a participatory, context-driven approach, combining structured training sessions with high-level stakeholder engagement involving State Governors, Speakers, Finance Committees, National Parliament delegations, and UNDP field leadership.

The programme strengthened institutional coordination, improved legislative scrutiny of public resources, and enhanced understanding of accountability frameworks across participating assemblies. The final workshop in Western Bahr el Ghazal State marked the successful conclusion of the assignment and reaffirmed South Sudan’s commitment to strengthening transparent and accountable governance systems.
